True if the SideOfPier property can be set, meaning that the mount can be forced to flip.

Remarks

Must be implemented, must not throw a PropertyNotImplementedException.

This will always return False for non-German-equatorial mounts that do not have to be flipped. May raise an error if the telescope is not connected.

This is only available for telescope InterfaceVersions 2 and 3
